The List of Proposed Village Government Work Plans (Daftar Usulan RKP Desa or DU-RKP Desa) is a critical elaboration of the RPJM Desa. It represents the specific programs and activities for the upcoming fiscal year (n+1) that cannot be funded solely by the Village Budget (APBDes) and are therefore proposed to the Regency/City Government for regional funding.
As mandated by the general provisions of Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020, the DU-RKP Desa is an inseparable part of the overall village planning document. These proposals are defended by village delegates during the sub-district level planning forums, currently known as the RKPD Forum (formerly Musrenbangcam).
Procedural Agendas for the Drafting Team
In accordance with technical standards, the RKP Desa Drafting Team conducts deliberations with three primary objectives:
- Drafting the RKP Desa: Developing the internal village work plan accompanied by Technical Designs and Budget Plans (RAB).
- Team Formation: Drafting a list of proposed members for the Activity Implementation Team (TPK) tailored to the specific nature of each planned activity.
- Drafting the DU-RKP Desa: Compiling the comprehensive list of proposed programs for village and rural area development to be submitted to the Regency/City government.
The Importance of DU-RKP Desa
The DU-RKP Desa serves as the primary bridge between bottom-up village aspirations and top-down regional budgeting. It ensures that large-scale infrastructure or social programs—which exceed the Village Fund (Dana Desa) capacity—are considered in the Regency/City Government Work Plan (RKPD). Effective documentation in the DU-RKP format increases the likelihood of a village successfully securing supra-village funding.
Technical Requirements
- Alignment: Proposals must be consistent with the Regency’s strategic development themes.
- Justification: Each item in the DU-RKP should include a rationale based on Village SDGs data.
- Delegation: The proposals must be finalized in time for the village delegates to present them during the annual sub-district coordination meetings.
