Every activity included in the annual Village Work Plan (RKP Desa) must be accompanied by Design Drawings and a Budget Plan (RAB). These documents are essential to provide an initial financial and technical ceiling for proposed activities, serving as the definitive guide for the subsequent year’s Village Budget (APBDes) formulation.

The RKP Desa Drafting Team must coordinate closely with the Village Government to ensure that every program—whether physical infrastructure or non-physical empowerment—is supported by accurate technical designs and cost estimations. This prevents “blind budgeting” and ensures projects are technically feasible before they are legalized.

Regulatory Requirements: Permendesa 21/2020

As stipulated in Article 43 of Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020, the RKP Desa draft must contain at least the following components:

  1. Evaluation of the previous year’s RKP Desa implementation;
  2. Activity plans and technical Budget Plans (RAB);
  3. Priority programs, activities, and budgets managed directly by the Village;
  4. Priorities managed through inter-village cooperation or with third parties;
  5. Programs managed as delegated authority from central, provincial, or regency/city governments;
  6. The Activity Implementation Team (TPK) formalized by a Village Head Decree.

The Role of Design Drawings and RAB

These two technical documents serve as the backbone of village accountability:

  • Design Drawings: For physical projects, these provide a visual and technical blueprint (specifications, dimensions, and materials). For non-physical projects, this may include a “Framework of Reference” or activity flowcharts.
  • Budget Plan (RAB): Provides a detailed breakdown of costs, including unit prices for materials, labor, and equipment. This ensures the Pagu (budget ceiling) in the RKP Desa is based on market realities.

Impact on APBDes Formulation

Without a valid RAB and Design Drawing in the RKP Desa, a project lacks the technical basis to be included in the APBDes. By completing these forms during the planning phase (July–September), the Village Government ensures that when the fiscal year begins in January, the implementation team can immediately begin procurement and construction without further technical delays.
