Evaluation of the Previous Year’s RKP Desa: A Foundation for Current Planning

As outlined in the procedures for drafting the current Village Work Plan (RKP Desa), the evaluation of the previous year’s implementation is a mandatory and inseparable component. This evaluation serves as a critical review of the current year’s RKPDes, determining the extent to which planned activities were realized or remained unfulfilled.

Why is this evaluation vital? The previous RKP represents the community’s priorities. If a priority established in a previous Village Regulation (Perdes RKP Desa) was not implemented, it must be carefully reconsidered for the current planning year. Under Article 43 of Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020, the RKP Desa drafting team is legally required to include an evaluation of the previous year’s performance. The team must coordinate closely with the Village Government to ensure this data is accurate and integrated into the final RKP Desa Document.

Mandatory Components of the RKP Desa Draft

Per Article 43, the draft RKP Desa must, at a minimum, contain:

1. Evaluation of the previous year’s RKP Desa implementation;

3. Priority programs, activities, and budgets managed directly by the Village;
4. Priorities managed through inter-village cooperation or with third parties;
5. Programs managed as delegated authority from central, provincial, or regency/city governments;

The evaluation process focuses on three main pillars of accountability:

• Realization vs. Target: Comparing the physical progress and budget absorption against the targets set in the previous RKP.
• Obstacle Identification: Analyzing the technical, social, or financial reasons why certain programs were not executed or completed.
• Carry-over Justification: Providing a technical rationale for why an unfulfilled activity should be prioritized again in the upcoming 2025 budget.
