The Official BPD Strategic Outlook: Guidelines for the 2025 RKP Desa

Background: The Role of the BPD in Village Governance

Under Article 55 of Village Law Number 6 of 2014, the Village Consultative Body (BPD) holds three fundamental functions: (1) discussing and agreeing upon Draft Village Regulations with the Village Head, (2) accommodating and channeling the aspirations of the village community, and (3) supervising the performance of the Village Head.

The BPD stands as an institution with equal standing to the Village Head, acting as a strategic partner in village administration. To fulfill its responsibilities, the BPD must position itself as a collaborator with various village entities, particularly the Village Head, to ensure that development programs entering the village are executed smoothly and effectively.

Village development planning is divided into two phases: the 6-year Medium-Term Development Plan (RPJM Desa) and the annual Village Government Work Plan (RKP Desa). According to Article 115 of Government Regulation Number 43 of 2014, these plans serve as the mandatory roadmap for the Village Government in managing local affairs.

In preparation for the Village Planning Assembly for the 2025 RKP Desa, the BPD drafts the “Official BPD Strategic Outlook.” This is mandated by Ministry of Villages Regulation Number 16 of 2019, Article 20, which states: “In preparing for the Village Assembly, the BPD shall hold a meeting to draft an official outlook on strategic matters based on the community aspirations that have been gathered, accommodated, and processed.”

Objective and Purpose

The Official BPD Strategic Outlook is designed to guide and supervise the planning of village development programs. It ensures that the 2025 RKP Desa remains consistent with the strategic vision of the RPJM Desa. The primary objectives of this document are:

• Provision of Strategic Guidance: Offering structured input and direction to the Village Government during the drafting of the 2025 RKP Desa.
• Streamlining the Planning Process: Facilitating a more efficient and effective drafting phase for the annual work plan.
• Strategic Alignment: Ensuring that all proposed programs and activities remain focused on the 6-year goals established in the RPJM Desa.
• Upholding Community Aspirations: Realizing the needs and hopes of the villagers through the BPD’s representative function in the development planning cycle.

By presenting this outlook during the Village Planning Assembly, the BPD ensures that the voice of the community is not only heard but becomes the foundation for the village’s development trajectory in the upcoming fiscal year.
