The advancement of literacy and creativity is categorized into four priority activities: (a) enhancing literacy culture, (b) developing and protecting local languages and literature, (c) fostering a culture of science, technology, and innovation, and (d) strengthening social institutions that drive literacy.
Regulatory Framework: Decree No. 3 of 2024
The issuance of Decree of the Minister of Villages, PDTT Number 3 of 2024 concerning the Guidelines for Managing Village Community Reading Centers (TBM) aims to boost reading interests and the Human Development Index (HDI). This guide serves as a reference for provincial and regency governments, village apparatus, and cross-sectoral partners to synchronize efforts in village literacy programs.
This Joint Circular Letter specifically reinforces the development of Village Libraries as an implementation of the Memorandum of Understanding between the National Library and the Ministry of Villages (No: 102/PKS/IX.2023), ensuring synergy in library functions at the rural level.
Objectives of the Joint Circular Letter
The collaboration between the Minister of Villages, PDTT and the Head of the National Library of the Republic of Indonesia regarding literacy enhancement through Village Reading Centers/Libraries serves as a guide for:
- Infrastructure Management: Implementing the construction, rehabilitation, maintenance, and operational management of village community reading centers, village libraries, or similar entities.

- Achieving Village SDGs: Realizing the Fourth Village SDG (Quality Village Education) with a target of 100% literacy rate (Latin and non-Latin) for residents over 15 years old and the mandatory availability of reading facilities.
