During the mandatory review of the RPJM Desa within the 2025 RKP Desa planning cycle, the drafting team is required to compile a List of Community Proposals. A key innovation in modern village planning is that these aspirations must be categorized specifically based on Village SDGs goals.
According to Ministry of Villages Regulation (Permendesa PDTT) Number 21 of 2020, Article 41 Paragraph (3), the results of the RPJM Desa review must provide data and information regarding:
- Priority list of Village Development programs for the next fiscal year;
- List of community proposals categorized by Village SDGs goals;
- Proposed inter-village cooperation plans; and
- Proposed cooperation plans with third parties.

The following table outlines the 17 goals used to categorize community proposals. This categorization ensures that every village initiative contributes directly to global sustainable development targets tailored for rural contexts:

Technical Implementation
By using this format, the Village Drafting Team can map out which SDGs are heavily supported by the community and which ones require more government intervention. For example, if the majority of community proposals focus on clean water (SDG 6), the RKP Desa 2025 will prioritize infrastructure related to wells and piping systems. This method ensures that village planning is not just a list of wishes, but a strategic roadmap for sustainable growth.
