  • 2 Foundations of Transformation: Rule of law, stability, and resilient socio-cultural foundations.
  • 3 Implementation Frameworks: Regional equity, high-quality infrastructure, and continuity of development.

These missions are further broken down into 17 Development Directions and measured through 45 Primary Development Indicators, symbolizing the nation’s independence year.

Global Challenges and Strategic Analysis

The RPJPN 2025-2045 was drafted by analyzing megatrends that will shape the world over the next two decades, including:

  • Global demography and the rise of the global middle class.
  • Geopolitical and geo-economic shifts.
  • Rapid technological evolution and global trade constellations.
  • Climate change, urbanization, and resource competition.
  • Space utilization and digital governance.

Integration of Sustainable Development Goals (SDGs)

Law No. 59/2024 explicitly integrates the 17 global Sustainable Development Goals (SDGs) as an inseparable part of national planning. The plan translates sustainability into three measurable criteria:

  1. Zero wastage of natural resources (preventing resource depletion).
  2. Elimination of pollution and environmental degradation.
  3. Enhancing usable or replaceable resources.

This includes the drive toward Net Zero Emissions, utilizing concepts like the New Capital City (IKN) as a model for green, renewable energy-based urban development.

  • Drafting the vision, mission, and programs for Presidential and Vice-Presidential candidates.
  • Guidance for Regional Head candidates (Governors, Regents, and Mayors) in the 2024 simultaneous elections.
  • Synchronizing the National Medium-Term Plan (RPJMN) with Regional Plans (RPJMD) and Strategic Plans of Ministries/Agencies.
