Prior to the commencement of the Village Development Planning Forum (Musrenbang RPJM Desa), the elected Village Head is required to draft a formal Vision and Mission Script. This document is not merely a symbolic statement; it serves as the primary indicator for the priority scoring of all village planning over the next six years. It must be aspirational yet realistic, formulated by considering the inherent potential and pressing needs of the village. To achieve genuine Strategic Alignment, the drafting of this vision must utilize a participatory approach. It is not an isolated task but a collaborative effort involving:

  • The Village Government and BPD.
  • Community and religious leaders.
  • Village social institutions (LKD).
  • The general public, ensuring grassroots ownership of the village’s future.

The Mission: Operationalizing Strategic Alignment

While the vision describes “where” the village is going, the Mission outlines “how” it will get there. Under the framework of Executive Leadership, the mission consists of specific, actionable paths that address economic resilience, social welfare, and infrastructure quality. By aligning the mission with the 18 Village SDGs goals, the Village Head ensures that local progress contributes to broader national and global achievements.

This Strategic Alignment ensures that the Village Budget (APBDes) is allocated to programs that are not only popular but also scientifically recommended by the SDGs Dashboard. When the Village Head presents this script at the Musdes, it provides a legal and ethical guarantee that the next six years of development will be data-driven, transparent, and focused on the collective prosperity of the village.
