The Execution Documents for Self-Management (Swakelola) are the core administrative tools used to manage and monitor the implementation of village goods and services procurement. Following the successful completion of Planning and Preparation, these documents ensure that the project is executed according to technical specifications and the Village Budget (APB Desa).

The 5 Pillars of Procurement Execution

To ensure total accountability, the execution phase is broken down into five distinct reporting sections:

Part 1: Records of Preparation Discussions

This section contains the minutes of the pre-execution meeting attended by the Section/Affairs Head (Kasi/Kaur) and the Activity Implementation Team (TPK). It serves as the final alignment on tasks before field work begins and must be acknowledged by the Village Head.

Part 2: Activity Progress Report

A high-level tracking document prepared by the Kasi/Kaur. It compares the initial plan against actual realization, focusing on progress percentages, budget absorption, and timeline adherence.

Part 3: Resource Usage Report (Labor, Materials, & Tools)

This is the technical “audit trail” of the project. Compiled by the TPK and verified by the Kasi/Kaur, it compares the actual use of labor, materials, and equipment against the original Budget Plan (RAB). This prevents waste and unauthorized spending.

Part 4: Evaluation Based on Internal Controls

A formal feedback loop where the Kasi/Kaur provides an evaluation report to the TPK. This document highlights areas for improvement or corrective actions needed during the execution phase.

Part 5: Announcement of Results

In the spirit of Transparency, this section summarizes the finalized project details: package name, total value, achieved output, location, and timeframe. This is typically posted on village notice boards for public awareness.

Proper execution documentation is the strongest defense for Village Officials during the audit season of 2025. By meticulously tracking resources and progress as per the LKPP 2/2024 model, the village demonstrates fiscal discipline and professional governance. This level of detail ensures that every Rupiah from the Village Fund is accounted for, supporting Village SDG 16: Strong and Transparent Institutions.
