Foreword
In the name of Allah SWT, the Most Gracious and Most Merciful. We express our deepest gratitude for the completion of the Village Medium-Term Development Plan (RPJM Desa). This document is a Strategic Policy Framework that serves as the backbone for village progress over the next six years. It encapsulates the vision and mission of the Village Head and is built upon the authentic aspirations of every household in every hamlet.
The core of our Community-Led Development approach focuses on improving the Human Development Index (HDI) across Education, Health, and Economy. We operate under an “Open Menu” philosophy, allowing citizens to propose any initiative that meets their local needs, provided it remains within the legal and ethical boundaries of our nation and faith. This document serves as both a roadmap for development and a critical tool for social oversight, allowing the community to evaluate the performance of their Village Government.
Background: The Evolution of Village Sovereignty
The governance and development of the village are dedicated to improving the quality of life and the welfare of the community. In this era of Community-Led Development, villages have gained significant political access and autonomy. According to Law Number 6 of 2014 concerning Villages, the village is recognized as a legal community unit with the authority to manage its own affairs based on original rights and local initiatives.
To ensure that this autonomy leads to sustainable success, every village must establish a Strategic Policy Framework, namely the RPJM Desa for a 6-year term and the Village Government Work Plan (RKP Desa) for a 1-year term. These documents ensure consistency between planning, budgeting, and execution. Our planning is guided by principles of empowerment, participation, accountability, and sustainability.
Visionary Objectives and Strategic Goals
The RPJM Desa serves as the official guide for all village institutions (BPD, LPMD, PKK) and stakeholders. It is the primary instrument for Strategic Policy Framework implementation, with the following objectives:
- Standardized Governance: Providing an official manual for the village apparatus to prioritize annual programs financed by the APBDes.
- Performance Benchmarking: Creating clear indicators to measure and evaluate the success of village sectors annually.
- Integrated Synergy: Ensuring that Community-Led Development at the village level acts as a vital input for regency and provincial planning.
- Psychological Ownership: Fostering a sense of responsibility among residents toward the maintenance and growth of village assets.
