A critical stage in the drafting of the Village Work Plan (RKP Desa) is the scrutiny of development financing. This task is performed by the RKP Desa Drafting Team, who are established via a Village Head Decree.
After the team has completed the initial review and alignment of external programs entering the village, they proceed to scrutinize the projected financial resources. This ensures that every proposed development activity has a realistic funding source.
Core Revenue Sources for Scrutiny
The Drafting Team must analyze the projected village revenue based on the following seven legal sources:
- Village Original Income (PADes): Estimates derived from village-owned assets, BUM Desa profits, and local initiatives.
- Village Fund (DD) Indicative Ceiling: Sourced from the National Budget (APBN).
- Village Fund Allocation (ADD) Indicative Ceiling: A portion of the balancing funds received by the Regency/City.
- Regional Tax and Retribution Sharing (BHP): The village’s share of local regional taxes and levies.
- Provincial Financial Assistance: Planned grants or aid from the Provincial Budget (APBD Provinsi).
- Regency/City Financial Assistance: Planned grants or aid from the Regency/City Budget (APBD Kabupaten/Kota).
- Other Legitimate Sources: Any other legal, non-binding financial contributions.
All data and information regarding the Village Development Financing Plan must be entered into the Village Information System (SID). In the event of a delay in the delivery of indicative ceilings from the central or regional government, the Regent/Mayor must issue an official notification to the Village Head and provide assistance to expedite the planning process.

The Financing Plan is part of a larger suite of mandatory RKP Desa drafting documents, which include:
- Minutes of the Drafting Team Formation: Establishing the working group.
- Work Plan and Follow-up Actions (RKTL): Managing the planning schedule.
- List of External Programs: Synchronizing with higher government levels.
- Priority List of Proposed Development Activities: Ranking the village’s annual needs.
- Community Proposals Categorized by SDGs: Ensuring alignment with Sustainable Development Goals.
