Technical Guidelines for the 2025 Village Government Work Plan

Foreword

With gratitude to God the Almighty, the Drafting Team presents this Technical Guideline for the 2025 Village Annual Planning Document. This manual is the result of intensive analysis of reference documents and practical field experience, strictly based on Permendesa PDTT Number 21 of 2020 as amended by Permendesa PDTT Number 6 of 2023. These guidelines have been updated with the latest regulatory information, particularly regarding the Village SDGs Data Collection, which marks the initial phase of modern village development.

This document serves as a standard reference for Village Governments to build their communities annually. It is a living guide, intended to sharpen the direction of planning and ensure that village development is measurable and accountable.

Background: The Four Pillars of Development

Under the national framework, Village Development is defined as an effort to improve the quality of life and achieve maximum prosperity for the community. According to Article 14, development is executed through four mandatory stages:

1. Village Data Collection: Utilizing SDGs metrics.
2. Village Development Planning: The RKP Desa process.
3. Implementation: Executing the finalized APB Desa.
4. Accountability: Reporting and evaluation.

To ensure high-quality planning, the Village Government receives technical assistance from the Regency/City government, professional assistants (TPP), and Village Empowerment Cadres (KPM). This guideline is vital to enhance the capacity of village apparatus and the community in managing participatory development effectively toward achieving Village SDGs goals.

Definition and Core Objectives

The RKP Desa is the annual elaboration of the Village Medium-Term Development Plan (RPJM Desa). As per Article 22, it must be drafted starting in July and ratified no later than September 30th of the current year.

The 2025 RKP Desa must be drafted by considering the following key data points:

• SDGs Achievement Rates: Measured via the official Village Information System (SID).
• Estimated Transfer Revenue: Projected funds from the Regency/City government.
• External Sectoral Programs: List of regional/central government activities entering the village.
• Community Proposals: Aspirations focused on achieving specific SDGs goals.
• Inter-Village Agreements: Cooperation contracts with other villages or third parties.

Mandatory Planning Stages for 2025

The following stages represent the procedural path that the Village Government must follow to ensure the 2025 RKP Desa is legally and technically sound:

1. Formation of the RKP Desa Drafting Team: Establishing the technical working group.
2. Scrutiny and Alignment: Reviewing financing plans and external programs entering the village.
3. Review of RPJM Desa: Ensuring the annual plan aligns with the 6-year strategic vision.
4. Drafting the RKP Desa and List of Proposals (DU-RKP): Compiling the technical draft and facilitating the planning assembly.
5. Village Musrenbang: A public forum to discuss and refine the RKP Desa draft.
6. Final Village Assembly: The discussion and official ratification of the 2025 RKP Desa.
