Background: Regulatory Framework and Timelines
The drafting of the annual village planning document, or RKP Desa (Rencana Kerja Pemerintah Desa), is a mandatory cycle for every village in Indonesia. For the 2025 fiscal year, the process begins in July 2024. As stipulated in Permendesa PDTT Number 21 of 2020 (Article 22, Paragraph 4) and its amendment Permendesa PDTT Number 6 of 2023, the RKP Desa must be finalized and ratified by the end of September.
This planning process is critical as it serves as the legal basis for the 2025 Village Budget (APB Desa). Furthermore, an accurate review of the RPJM Desa (6-year plan) during this stage ensures that development priorities remain on track and can influence necessary amendments to the current year’s budget.
